Besa is a scholarship recipient at the Hertie School (Henrik Enderlein Scholarship), focused on the EU enlargement process.
Previously, Besa served as Minister and Deputy Minister at the Ministry of Education, Sports, and Youth in the Republic of Albania. Most notably, during her tenure, she led the policy and practice of distance and blended learning for all levels of education in Albania. Additionally, Besa managed an ambitious higher education reform process, which led to the improvement of education quality, enhanced student access and experience, as well as a better transition from education to employment. In the decade and a half before joining the Albanian government, Besa focused her research and advocacy on education and EU integration issues in the Western Balkans and the South Caucasus.
She worked for think tanks – some of which she founded – in Berlin, Istanbul, Tbilisi, Pristina, and Sarajevo. Besa holds a Master’s in Public Policy from the Hertie School in Berlin.
