About the role

The Senior Program Manager will be responsible for ensuring that TOKA Non-Formal Education programs are developed, planned and implemented according to organisational goals and grant commitments. This includes managing resources (people and funding), and building partnerships to ensure programs achieve their intended impact. The Senior Program Manager should be a self- motivated, resourceful individual with a track record of successful program implementation, grant, and people management in the non-profit sector.

About TOKA

Founded in 2013, TOKA is a Kosovo-based non-profit organisation, which contributes to the development of Kosovo by investing in its youth. We focus on youth from disadvantaged backgrounds, and offer education and volunteering programs that help them thrive in 21st-century society and the workplace. TOKA is the No.1 volunteering organisation in Kosovo, with over 1,000 volunteers engaged annually – and is a long-term partner of local government in the field of education, youth work, and teacher training. TOKA is the chair of the Central and South-eastern Service-Learning Network and the Kosovo representative in the SAME network. It is known for its innovative programs that bring together all sectors of society – individuals, schools, institutions, and businesses – in helping young Kosovars achieve their potential.

Responsibilities

Program Implementation and Development

  • Grant Compliance: Ensure timely, effective, and budget-compliant program implementation. Write interim and final project reports; mentor and supervise employees on reporting.
  • Mission Achievement: Ensure programs align with the organization’s mission and goals.
  • Fundraising: Identify opportunities for program financing, expansion, and growth. Design and write project proposals.
  • Partnerships: Build and maintain national and international stakeholder partnerships; represent the organization in meetings and forums.

Team Leadership

  • Team Coordination: Coordinate project and pedagogical teams, addressing priorities proactively. Foster a positive and productive team environment.
  • Structural Framework: Provide a strong management framework (meetings, tools, risk management).
  • Team Development: Lead, mentor, and provide professional development opportunities for team members.

Financial and Regulatory Management

  • Financial Planning: Collaborate on planning, monitoring, and managing project finances.
  • Budget Management: Prepare and oversee project budgets. Monitor expenditures for financial accountability and seek cost-saving opportunities.
  • Compliance: Ensure adherence to financial, procurement, legal and regulatory requirements.

Monitoring and Evaluation

  • Performance Review: Regularly review program performance and make necessary adjustments.
  • Impact measurement: Develop and implement M&E frameworks to assess impact and identify areas for improvement.
  • Data Capture and Analysis: Ensure effective data capture, storage, and analysis tools and processes.

Qualifications

  • Bachelor’s degree in social sciences;
  • Minimum 5 years of experience in project management, including results-based management, and monitoring and evaluation methodologies;
  • Proven leadership and team management skills and experience;
  • Excellent budgeting and financial management skills;
  • Excellent verbal and written communication skills in English and Albanian, with ability to present information clearly and persuasively;
  • Driver’s licence is highly desired.

Start date is intended to be no later than 1st September, and an induction period over the summer would be preferred.
